How can a school with accredited bachelor's and associate degree? Is it legit?

How a school can not offer employees and accredited Bachelor? Is it legitimate?
The reason I ask because my brother is attending college in Florida. . . I think that is not approved, however, offer partners and a degree. How legitimate is it?
And if it is legitimate, why people say of an accredited school is a waste of time and money?

    Yes, you can afford some protection, but not worth the paper it is written question to the job or specific trades. Without accreditation, the document has no value except perhaps reach an internal pride, something.

    Accredited by the Accreditation Council for Independent Colleges and Schools (ACICS) to award diplomas and Associate of Science degrees. The Accreditation Council for Independent Colleges and Schools is as accrediting agency at the national level by the Ministry of Education of the United States recognized below.
    If special accreditation enables the transfer of college credits is another matter.
